Introduction to the classification of environmental protection projects and the qualifications of environmental protecti

February 13, 2025

Environmental protection engineering mainly refers to water pollution prevention and control engineering, air pollution prevention and control engineering, solid waste treatment and disposal engineering, physical pollution prevention and control engineering, and pollution remediation engineering.
Among them, water pollution prevention and control projects include industrial wastewater prevention and control projects, urban sewage pollution prevention and control projects (excluding public buildings such as municipal pipelines, pump stations, and office buildings), sewage and wastewater reuse projects, and special industry wastewater pollution prevention and control projects such as hospitals, livestock and poultry breeding, and garbage leachate; Air pollution prevention and control projects include pollution prevention and control projects for smoke, dust, gas and aerosol, indoor air, etc; Solid waste treatment and disposal projects include domestic waste (excluding public buildings such as office buildings), general industrial solid waste, hazardous solid waste, and other solid waste treatment and disposal projects; Physical pollution prevention and control engineering includes pollution prevention and control engineering for traffic noise, construction noise, industrial noise, indoor noise, electromagnetic and vibration, etc; Pollution remediation projects include ecological restoration or restoration projects for contaminated bodies, contaminated soil, mines, and other areas.

In the environmental engineering industry, when enterprises undertake corresponding projects; According to the type of project, different types of environmental qualifications are required. Environmental engineering industry qualifications can be roughly divided into the following categories:

01 Environmental Protection Engineering Construction Qualification Environmental Protection Engineering Professional Contracting Qualification, divided into Level 1, Level 2, and Level 3. The highest level is the first level. At present, enterprises need to handle it from the second level. After obtaining the second level qualification and completing the corresponding project performance, they can apply for an upgraded qualification. The engineering scope that each level can undertake is as follows:

Level one can undertake the construction of various environmental protection projects.

The second level can undertake the construction of pollution remediation projects, household waste treatment and disposal projects, large-scale and other medium-sized environmental protection projects.

Level 3 can undertake the construction of pollution remediation projects, household waste treatment and disposal projects, and other small-scale environmental protection projects. The scale of large, medium, and small projects is determined based on investment or processing capacity. Taking investment amount as an example, investments exceeding 30 million are considered large, investments between 5-30 million are considered medium, and investments below 5 million are considered small.

The environmental engineering design qualification issued by the national housing and construction department is divided into several different majors: water pollution prevention and control, air pollution prevention and control, solid waste treatment, pollution remediation, etc. There are two levels: Grade A and Grade B, with the highest being Grade A, starting from Grade B.

Class A can undertake specialized designs for various environmental engineering projects (including buildings and non-standard equipment, etc.), with no restrictions on scale.

Class B can undertake specialized design for environmental engineering projects (including buildings and non-standard equipment, etc.) of medium to small scale.

Level 3 can undertake the construction of pollution remediation projects, household waste treatment and disposal projects, and other small-scale environmental protection projects.
